To meet their obligations under Directive (EU) 2015/849, competent authorities should ensure that subjects of assessment have put in place robust AML/CFT systems and controls and that these systems and controls are sufficiently effective to prevent and detect ML/TF. The steps competent authorities take to assess subject of assessment s’ AML/CFT systems and controls should be set out in a dedicated AML/CFT supervisory manual. This allows competent authorities to ensure the application of the supervisory tools and professional judgment in a consistent way. When drafting the manual, competent authorities should ensure that it provides sufficient details of all the activities relevant supervisors are required to undertake to carry out supervision effectively, however it should also provide supervisors with sufficient flexibility to apply their expert judgement and make adjustments to the supervisory approach as necessary.
