These Guidelines apply to all products brought to the market after the implementation date of the Guidelines as well as to all existing products on the market that are signifi-cantly changed after the implementation date of these Guidelines. Competent authori-ties may wish to consider applying relevant Guidelines, such as Guidelines 5 and 6, to products that were brought to the market before the implementation date of the Guide-lines.
