73. Where competent authorities decide not to apply the risk classification set out in paragraphs …
Where competent authorities decide not to apply the risk classification set out in paragraphs 69, 70 and 71 above, they should be able to convert their risk categories in line with those recommended in these guidelines. Competent authorities should adopt a conservative approach when converting the risk categories as described in the annex to these guidelines.
