By way of derogation from paragraph 11, the putting into operation of electrical switchgear with insulating or breaking medium with a global warming potential of 1 000 or more is allowed if, following a procurement procedure that considers the technical specificities of the equipment required for the specific use concerned, no bid was received for electrical switchgear with insulating or breaking medium with a global warming potential of less than 1 000 .
