When proposing the oversubscription and buy-back scheme the transmission system operator shall provide all relevant data, estimates, and models to the regulatory authority in order for the latter to assess the scheme. The transmission system operator shall regularly report to the regulatory authority on the functioning of the scheme and, upon request of the regulatory authority, provide all relevant data. The regulatory authority may request the transmission system operator to revise the scheme.
