5.   When amending guidelines, the Commission shall consult:

(a)

ACER, the ENTSO for Gas and the EU DSO entity and, where relevant, other stakeholders for guidelines that concern natural gas;

(b)

ACER, the ENNOH and the EU DSO entity and, where relevant, other stakeholders for guidelines that concern hydrogen.
