They should use the guidance provided in Title 4 as the basis for the assessment and seek to apply the principles contained in a manner proportionate to the TCB. Competent authorities should verify that the strategy for the third-country branch and a separate assessment of the associated risks is adequately documented along with evidence of its review and scrutiny by branch management.
