Article 3 6.

In its national building renovation plan, each Member State shall take due account of any recommendations issued by the Commission on the draft national building renovation plan. If the Member State concerned does not address a recommendation or a substantial part thereof, it shall provide reasons to the Commission and shall make those reasons public.
