Article 22 3

3.   For the purposes of preparing its decisions on Union-wide performance targets and, if defined in application of Article 22(1), on complementary baseline values and breakdown values or benchmark groups, the Commission shall consult and collect any necessary inputs from national authorities, Eurocontrol, the Network Manager and operational stakeholders.
