Article 31 5.

The Commission shall review Annexes V and VI with a view, where justified, to adding or revising values for biofuel, bioliquid and biomass fuel production pathways. Those reviews shall also consider modifying the methodology laid down in Part C of Annex V and in Part B of Annex VI.

The Commission is empowered to adopt delegated acts pursuant to Article 35 to amend, where appropriate, Annexes V and VI by adding or revising those values or by modifying that methodology.

In the case of an adaptation of, or addition to, the list of default values in Annexes V and VI:

(a) 

where the contribution of a factor to overall emissions is small, where there is limited variation, or where the cost or difficulty of establishing actual values is high, the default values shall be typical of normal production processes;

(b) 

in all other cases, the default values shall be conservative compared to normal production processes.
