Article 4 (45)
‘the public concerned’ means one or more natural or legal persons affected or likely to be affected by, or having an interest in, the decision-making procedures related to the implementation of Article 9, 19 or 20; for the purposes of this definition, non-governmental organisations promoting the protection of human health or the environment and meeting any requirements under national law shall be deemed to have an interest.
