Competent authorities should issue the necessary guidance to subjects of assessment explaining how they expect subjects of assessment to implement the risk-based approach in practice and what they are expected to do to comply with their AML/CFT obligation. Competent authorities should use relevant guidelines published by the European Supervisory Authorities as a basis for their guidance, supplementing them with specific features at a national level.
