Article 5 1.
On the basis of the information collected in accordance with Articles 5 and 8 of Directive 2000/60/EC and other available data, each Member State shall establish an inventory of emissions, discharges and losses of all priority substances listed in Part A of Annex I to this Directive and all substances identified by the Member State as river basin specific pollutants for each river basin district or part of a river basin district within their territory. The first subparagraph shall not apply to emissions, discharges and losses reported by electronic means, on a yearly basis, to the Industrial Emissions Portal established under Regulation (EU) 2024/1244 of the European Parliament and of the Council (

), in accordance with Article 7 of that Regulation.
