Article 4 (34)
‘average exposure reduction obligation’ means a percentage reduction of the average exposure of the population, expressed as an average exposure indicator, of an average exposure territorial unit, set with the aim of reducing harmful effects on human health, to be attained over a given period and not to be exceeded once attained;
