Article 14 4.

Prior regulations and specific authorisations as referred to in paragraph 1 shall fulfil the requirements set out in paragraph 2. The Commission is empowered to adopt delegated acts in accordance with the procedure referred to in Article 27 to amend requirements referred to in paragraph 2 in order to adapt it to technical and scientific progress in the field of environmental protection.
