The following waste hierarchy shall apply as a priority order in waste prevention and management legislation and policy:

(a) 

prevention;

(b) 

preparing for re-use;

(c) 

recycling;

(d) 

other recovery, e.g. energy recovery; and

(e) 

disposal.
