Article 99 European system of financing arrangementsArticle 99 European system of financing arrangements A European system of financing arrangements shall be established and shall consist of:
(a)
national financing arrangements established in accordance with Article 100;
(b)
the borrowing between national financing arrangements as specified in Article 106,
(c)
