Article 16	Article 16 The Commission shall, by 22 December 2018, and every six years thereafter, submit to the European Parliament and to the Council a report on the implementation of this Directive. The impact of climate change shall be taken into account in drawing up this report.

Article 18	Article 18 This Directive shall enter into force on the 20th day following its publication in the Official Journal of the European Union.
