2. Addressees

These Guidelines are addressed to Competent Authorities as defined in Article 4(2) of Regulation (EU) No 1093/2010 which are also Competent Authorities as referred to in Article 5 of Directive 2014/17/EU and Article 21 of Directive 2021/2167.⁸
