Any traffic management measure may entail processing of personal data only if such processing is necessary and proportionate to achieve the objectives set out in paragraph 3. Such processing shall be carried out in accordance with Directive 95/46/EC of the European Parliament and of the Council ( 3 ). Traffic management measures shall also comply with Directive 2002/58/EC of the European Parliament and of the Council ( 4 ).
