Article 8 3.

The Commission is empowered to adopt implementing acts establishing the format of the risk assessment referred to in paragraph 2, third subparagraph, and the method to be used for that risk assessment. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 28(2).
