Article 11 8.

Only undertakings with an establishment within the Union, or that have appointed an only representative with an establishment within the Union that assumes full responsibility for compliance with this Regulation, shall be allowed to place on the market and subsequently supply bulk fluorinated greenhouse gases. The only representative may be the representative appointed pursuant to Article 8 of Regulation (EC) No 1907/2006.
