Article 16 2.

When calculating the stock levels actually maintained, biofuels and additives shall be taken into account when:

(a) 

they have been blended with petroleum products concerned; or

(b) 

they are stored on the territory of the Member State concerned, provided that the Member State has adopted rules ensuring that they are to be blended with petroleum products held pursuant to stockholding requirements set out in this Directive and that they are to be used in transportation.
