Article 12 3.

Member States shall encourage the use of the ‘Manual for authorities awarding public contracts’, as specified in Annex I, Part A, point 5. For this purpose, Member States shall consider, for example, the setting of targets for the purchasing of products meeting the criteria specified in that Manual.
