Article 10 7.

Paragraphs 1, 2 and 3 shall not apply to certain categories of buildings, where compliance with those paragraphs is disproportionate, in terms of costs for individual or joint owners based on objective elements. Member States shall identify such categories of buildings based on duly justified and proportionate reasons.
