Competent authorities should develop a comprehensive understanding of the inherent risks and, to the extent that they have access to sufficiently reliable data on the quality of the subject of assessment’s AML/CFT controls, residual risks to which subjects of assessment are exposed. To that end, they should carry out individual risk assessments of each subject of assessment. Competent authorities should use all relevant sources to gather the necessary information for the individual risk assessments as described in paragraphs 44 to 48 above.
