Competent authorities should ensure that the assessment of mitigants within the subject of assessment, sector or subsector is based on reliable information, such as the information set out in point b) of paragraph 45 above. In the absence of such information, competent authorities should consider whether the inclusion of mitigating factors is justified, and whether, as a result of the allocation of scores to mitigating factors, the final ML/TF risk score of the subject of assessment is not distorted.
