Article 78 2.

The Agency shall be responsible for the tasks related to certification, oversight and enforcement in accordance with Article 62(2) with respect to the certificates and declarations for flight simulation training devices in accordance with Article 25 and Article 56(1) and (5) in each of the following cases:

(a) 

the device is operated by an organisation with a principal place of business outside the territories for which Member States are responsible under the Chicago Convention;

(b) 

the device is located outside the territories for which Member States are responsible under the Chicago Convention.
