Article 23 Evaluation

the functioning and effectiveness of the safeguard mechanisms, in particular those provided for in Article 4(4), Article 6(3) and Articles 7 to 11;

the impact of the application of this Regulation on fundamental rights, in particular the freedom of expression and information, the respect for private life and the protection of personal data; and

the contribution of this Regulation to the protection of public security.

Where appropriate, the report shall be accompanied by legislative proposals.

Member States shall provide the Commission with the information necessary for the drafting of the report.

The Commission shall also assess the necessity and feasibility of establishing a European platform on terrorist content online for facilitating communication and cooperation under this Regulation.
