Article 7 1.

Competent authorities shall not unduly restrict or hinder the deployment of any element of VHCNs or associated facilities. Member States shall make their best efforts to facilitate that any rules governing the conditions and procedures applicable for granting permits and rights of way, required for the deployment of elements of VHCNs or associated facilities are consistent across the national territory.
