Article 14 5.

Without prejudice to the Commission’s overall responsibility for the implementation of the EU Cybersecurity Reserve referred to in paragraph 4 of this Article and subject to a contribution agreement as defined in Article 2, point (19), of Regulation (EU, Euratom) 2024/2509, the Commission shall entrust the operation and administration of the EU Cybersecurity Reserve, in full or in part, to ENISA. Aspects not entrusted to ENISA shall remain subject to direct management by the Commission.
