These guidelines are addressed to competent authorities as defined in point (i) of paragraph 2 of Article 4 of Regulation (EU) No 1093/2010, and to financial institutions as set out in Article 4(1) of Regulation (EU) No 1093/2010 that are either institutions, as defined in point 3 of Article 3(1) of Directive 2013/36/EU, or investment firms that are subject to Title VII of Directive 2013/36/EU in application of Article 1(2) and (5) of Regulation 2019/2033/EU. Each reference to institutions should be understood as including such investment firms.
