the setting of key performance indicators and indicators for monitoring. The Commission is empowered to set key performance indicators for terminal air navigation services in the key performance area of climate and environment once it is possible to establish indicators which are valid, reliable and measurable. Those indicators shall as a minimum be capable of demonstrating and measuring the impacts in that area which can be directly influenced by the air navigation service providers;
