Article 3 Making available on the market and free movement

Article 3 1	1. Detergents and surfactants shall only be made available on the market if they comply with this Regulation.
Article 3 2	2. Member States shall not prohibit, restrict or impede the making available on the market of detergents or surfactants which comply with this Regulation.
