5. The national supervisory authority shall review the information provided by each air navigation service provider designated under Articles 8 and 10, under paragraphs 2, 3 and 4 of this Article, and shall approve it, or shall make the necessary changes where appropriate. Subsequently, based on that information and, if appropriate, inputs from other national authorities, the national supervisory authority shall prepare a single national draft performance plan. That national draft performance plan shall be adopted by the Member State.
The draft performance plan shall be prepared by the national supervisory authority before the start of the reference period concerned.
