4.   A SIPS operator shall publicly disclose the key aspects of the rules and procedures outlined in paragraph 2, including, as a minimum, all of the following:

(a)

the circumstances in which action shall be taken;

(b)

who shall take those actions;

(c)

the scope of the actions which shall be taken;

(d)

the mechanisms to address a SIPS operator’s obligations towards non-defaulting participants.
