Article 6a 8.

Each Member State shall take all necessary measures in accordance with Article 6b to meet the filling target. Where, in any given year, a Member State does not meet its filling target, it shall take effective measures to ensure the security of supply while taking into consideration the price impact on the gas market. Where a Member State fails to meet the filling target, that Member State shall inform the Commission and the GCG without delay, providing reasons for the failure to meet the filling target and the measures taken.
