Article 14 1.
A legal or natural person owning or exercising control over a recovery facility may submit a request for that facility to be pre-consented to the competent authority which has jurisdiction over the facility, as designated pursuant to Article 75. Facilities that only carry out operation R13 shall not be eligible to submit a request as referred to in the first subparagraph.
