Article 56 2.

An overseas country or territory and the Member State to which it is linked may apply national procedures of that Member State to shipments from the overseas country or territory to that Member State in case no other countries are involved in the shipment as country of transit. Where a Member State applies national procedures to such shipments, it shall notify the Commission thereof.
