Artículo 4 1.
La JERS contará con una Junta General, un Comité Director, una Secretaría, un Comité Científico Consultivo y, un Comité Técnico Consultivo.
Artículo 4 2.
La Junta General adoptará las decisiones necesarias para garantizar el desempeño de las funciones encomendadas a la JERS, en virtud del artículo 3, apartado 2.
Article 4 2a.
When consulted on the appointment of the head of the Secretariat in accordance with Article 3(2) of Council Regulation (EU) No 1096/2010 ( 1 ), the General Board, following an open and transparent procedure, shall assess whether the shortlisted candidates for the position of head of the Secretariat possess the qualities, impartiality and experience necessary to manage the Secretariat. The General Board shall inform the European Parliament and the Council in sufficient detail about the assessment and consultation procedure.
Artículo 4 3.
El Comité Director prestará asistencia en el proceso decisorio de la JERS, preparando las reuniones de la Junta General, analizando los documentos que vayan a ser objeto de examen y vigilando el desarrollo de la labor de la JERS.
Article 4 3a.

When giving directions to the head of the Secretariat in accordance with Article 4(1) of Council Regulation (EU) No 1096/2010, the Chair and the Steering Committee may address the following:

(a) 

the day-to-day management of the Secretariat;

(b) 

any administrative and budgetary issues related to the Secretariat;

(c) 

the coordination and preparation of the work and the decision making of the General Board;

(d) 

the preparation of the annual ESRB programme proposal and its implementation;

(e) 

the preparation of the annual report on the ESRB’s activities and the reporting to the General Board on the implementation of the annual programme.
Artículo 4 4.
La Secretaría será responsable del trabajo diario de la JERS. Prestará apoyo analítico, estadístico, administrativo y logístico de alta calidad a la JERS, bajo la dirección del Presidente y del Comité Director, conforme a lo dispuesto en el Reglamento (UE) no 1096/2010 del Consejo ( 2 ). Recurrirá asimismo al asesoramiento técnico de las AES, de los bancos centrales nacionales y de los supervisores nacionales.
Artículo 4 5.
El Comité Consultivo Científico y el Comité Consultivo Técnico a que se refieren los artículos 12 y 13 proporcionarán asesoramiento y asistencia en relación con cuestiones pertinentes para la labor de la JERS.
